Is PHP the right tool to learn to make interactive websites?

I know this is a total noob question but...

I have gotten HTML and CSS down pretty well... though my dream is to create a user-content created website (meaning users will add their own content and sites to the website, much like a Hot-or-Not site, or Facebook... but MUCH less complicated than the latter).

I have seen alot of PHP manuals... but haven't seen to many 'real life' PHP applications, which in my opinion, is the best way to learn (by example).

Can anyone out there point me in the right direction?

Yep. PHP is the right next step for you.

You can start right here: http://html.net/tutorials/php/. There are lots of examples in the tutorial.
